The following short explanation of the PLTL approach to augmenting course delivery appears on the official PLTL web site:
In a PLTL project, students who have done well in the class in a previous semester become guides and mentors (i.e.,, Workshop Leaders) to groups of six-to-eight students. These peer-led groups, which meet weekly to work on carefully structured problems, provide a supportive environment that helps each student build a deep understanding of Chemistry.  The "critical components" are a set of benchmarks that have been arrived at through the project evaluation.

1. The Workshop is a regular course component which all students are expected to attend.
2. The faculty teaching the course are closely involved with the workshops and the workshop leaders.
3. The Workshop leaders are well trained and closely supervised, with attention to content knowledge and teaching and learning techniques.
4. The Workshop Materials are challenging and encourage collaborative problem solving.
5. Organizational arrangements are optimized to promote learning.
6. There is appropriate institutional support for innovative teaching.

The purpose of this web site is to provide Organic Chemistry instructors an efficient way to create a worksheet of carefully structured problems designed explicitly for their students.  The web site is based on an ever growing database of problems that have been designed for use in PLTL projects, either by Prof. Jack Kampmeier (one of the founders of the Organic component of the PLTL project) or a number of other faculty.  A registered instructor can search the database of questions, select questions, order them as appropriate, and then print their customized worksheet, either to a printer or to a pdf file.
